You use minutes to enter the action district, but if your time runs out or subsciption ends you can always access the social district. Although, you can't earn much money there, except via the marketplace

Played this too, enjoyed it a lot and I may pre-order on steam, it's £5 more than hard copies but it gives the pre-order items, 3 days' earlier access and an extra 10 hours action time for your money, so seems worth the fiver to me.
